NOTICE OF REGISTRATION AND ELECTION TO ALL FILIPINO CITIZENS

All citizens of the Philippines abroad, not otherwise disqualified by law, at least eighteen (18) years of age on the day of the election, and who wish to vote for President, Vice-President, Senators and Party-List Representatives for purposes of the May 10, 2010 National Elections must file applications for registration/certification as overseas absentee voters from December 01, 2008 to August 31, 2009. The voting period will be from April 10, 2010 until 3:00 p.m., Philippine time of May 10, 2010. PHILIPPINE EMBASSY COMMEMORATES THE 110TH ANNIVERSARY OF PHILIPPINE INDEPENDENCE

The Philippine Embassy in Buenos Aires organized activities to commemorate the 110th anniversary of Philippine Independence.

The embassy held a traditional a vin d’honneur at the new chancery on 12 June. Charge d’Affaires, Edgardo R. Manuel hosted the reception which was attended by approximately 120 guests, including Argentine officials, businessmen and friends of the embassy as well as members of the diplomatic corps. Guests were treated to a Philippine fiesta-like atmosphere as they entered the reception area through a bamboo arch adorned with buntings. At the side of the arch, a display of Philippine handicrafts and food was shown. Guests enjoyed the Filipino food prepared by the embassy and traditional Argentine parilla at the embassy grounds where the trees were adorned with lamps made of capiz shells. A big hit for the guests was the serving of Philippine ice cream with flavors of mango, choc-nut, and ube-macapuno served through a traditional sorbetero cart brought in from the Philippines by recently arrived Consul Arvin R. De Leon.

A flag raising ceremony was held at 11:00 a.m. on 15 June at the chancery led by CDA Manuel and participated by members of the Filipino community. The Independence Day messages of President Gloria Macapagal Arroyo and Foreign Affairs Secretary Alberto G. Romulo were read by CDA Manuel and Consul De Leon, respectively. A thanksgiving mass was concelebrated by Filipino religious missionaries in Buenos Aires, Father Dexter Carr, SVD and Father Isidore Cipres, FI. Lunch was served afterwards.

POEA TRAVEL EXIT CLEARANCE

The POEA has launched its new-in-line application process for the issuance of the POEA travel exit clearance for Balik-Manggagawa/workers-on-leave (BM/WOL).

Previously, OFWs would have to proceed to the POEA office and Philippine Overseas Labor Offices to apply for their exit clearance. With this online application system, the OFW can avail of the 2-way delivery system through the internet and have the clearance delivered back to their residence. There will be no need to go to the POEA. Since the application is online, this can be done virtually anywhere where there is an internet connection. This gives OFWs more time to spend with family and friends while vacationing in the Philippines.

To apply, the BM/WOL simply logs onto www.oecdelivery.com.ph and follow the instructions as detailed in the website. The service is available nationwide.

Should the BM/WOL decide not to avail of the 2-way Delivery System, they have the option to print out the OFW Info Sheet after applying on line and proceed to the POEA to file their application.

The BM/WOL may also secure their POEA travel exit clearance at the following:

a. Balik-Manggagawa Processing Division (BMPD), Service Area, POEA, Blas F. Ople Bldg., Ortigas Corner EDSA, Mandaluyong City
b. POEA Regional Centers/Regional Extension Units (REUs) and Satellite Offices
c. POEA-deputized OWWA Regional Offices and Units
d. Philippine Overseas Labor Offices (POLO) in various Philippine Embassies and Consulates abroad.
e. Exit Clearance One-Way Delivery System (Dropbox) POEA Service Area
f. POEA, REU-La Union, Cagayan De Oro, Tacloban, Davao, POLO-Jeddah and Singapore, for the issuance of the Multiple Travel Exit Clearance (MTEC). The MTEC is a set of two or more clearances issued to workers-on-leave/balik-manggagawa (BM/WOL) for use as an exit document within a period of twelve months from date of issuance. It allows the WOL/BM who exits from the Philippine more than once in a period of 12 months to secure his exit clearance on a one-time basis.

The new system is part of POEA’s continuous effort to provide quality service to OFWs.

VISIT OF AMBASSADOR DELIA D. ALBERT IN BUENOS AIRES

Ambassador Delia D. Albert, Presidential Adviser on Multilateral Cooperation for Minerals Development and Ambassador to the Federal Republic of Germany attended the International Women’s Forum Cornerstone Conference in Buenos Aires last 06-08 May 2008. The IWF conference presented women leader’s across the South American continent and around the world. Ambassador Albert delivered a speech during the conference.

POST ATTENDS THE FIESTA NACIONAL DE LA VENDIMIA 2008 IN MENDOZA

Charge d’Affaires and Mrs. Edgardo R. Manuel attended the Fiesta Nacional de la Vendimia 2008 (National Wine Festival 2008) in Mendoza on 07 – 08 March 2008 upon the invitation of the Provincial Government of Mendoza. The wine harvest festival, Vendimia, which falls on the first Saturday of March, actually begins in January in various locations around the province and then culminates in the city of Mendoza. The celebrations include folkloric festivals, religious ceremonies to bless the grapes, sports events and the crowning of the Reina Nacional de la Vendimia

CONSUL ARVIN R. DE LEON ARRIVES IN BUENOS AIRES

Consul Arvin De LeonPost warmly welcomes Mr. Arvin R. De Leon, who assumes duties as First Secretary and Consul replacing Consul Raul Dado who returned to the Philippines. Consul De Leon arrived in Buenos Aires on 24 April 2008.

Mr. de Leon started his career in the Department of Foreign Affairs in 1993 as a Researcher/Analyst (Contractual) at the Economic Diplomacy Unit of the Office of the Secretary. In 1994, he transferred to the Office of ASEAN Affairs as Assistant in the Economic Cooperation Division.

He took and passed the FSO Exams in 1996. After the Cadetship Program, he was assigned in the Southeast Asian Division of the Office of Asian and Pacific Affairs as Principal Assistant until December 1998.

In 1998, Mr. de Leon was posted at the Philippine Embassy in Stockholm, Sweden, where he completed his tour of duty as Second Secretary and Consul in 2004.

After his foreign posting, he was the Acting Director of the EU and ASEM Divisions of the Office of European Affairs. In August 2007, he moved to the Office of the Undersecretary for Policy as Special Assistant.

Mr. de Leon has an AB Economics degree from Ateneo de Manila University and a Master´s degree in Development Management from the Asian Institute of Management.
